California Governor Gavin Newsom’s revised budget includes one of the most significant investments in solving homelessness in state history. However, critics see the proposal as a forest of red tape that could leave many people experiencing homelessness still in need.<\/p>\n

Colloquially known as the \u201cCalifornia Comeback Plan,\u201d Newsom\u2019s office is promoting<\/a> the $100 billion plan as \u201cthe biggest economic recovery package in California history.\u201d It includes $12 billion to address homelessness across the state. These funds will be made available on top of local initiatives already underway.<\/p>\n

The first $8.75 billion of funds are slated to develop over 46,000 housing units for California homeless people. Another $3.5 billion subsidize rent, shelter programs, and new housing opportunities for families experiencing homelessness. Newsom\u2019s office says they hope to end family homelessness within five years.<\/p>\n

The rest of the funds will be distributed between public schools, transportation infrastructure projects, wildfire mitigation, and economic relief for those most impacted by the pandemic.<\/p>\n

\u201cEvery Californian has been impacted by this pandemic, and the sacrifices we\u2019ve all made this past year have resulted in a historic surplus \u2013 I\u2019m here to announce that we\u2019re investing it in you,\u201d Governor Newsom said. \u201cCalifornia\u2019s economic recovery will leave nobody behind. That\u2019s why we\u2019re implementing the nation\u2019s largest state tax rebate and small business relief programs in history, on top of unprecedented investments we\u2019re making to address California\u2019s most persistent challenges.\u201d<\/p>\n

The state\u2019s highest concentration of homelessness is in the Los Angeles County area. Home to more than 66,000 people experiencing homelessness, more than two-thirds live within the city borders. Mayor Eric Garcetti has already proposed spending more than $1 billion to address homelessness through initiatives such as \u201cProject Room Key,\u201d which rents out unused hotel rooms for people who are sleeping rough.<\/p>\n

Critics argue that Newsom\u2019s revised budget\u2014which carries a $267 billion total price tag\u2014spends good money in the wrong places.<\/h4>\n

Dr. Margot Kushel, director of the Center for Vulnerable Populations at the University of California, San Francisco, said<\/a> the budget misses the real issue: California has failed to take steps to address its affordable housing needs.<\/p>\n

\u201cIf we couple [the budget] with actually taking steps to close our affordable housing gap, it could be good. The people who are homeless right now do need a response today, and not five years from now,\u201d she said.<\/p>\n

Californians pay some of the highest housing costs in the nation. According to the state finance department, the average home price eclipsed $758,000 in March. Meanwhile, home building in the state has fallen well behind Newsom\u2019s campaign goals of building 500,000 new units.<\/p>\n

A survey<\/a> conducted by the Public Policy Institute of California in March found that nine-in-ten Californians consider housing affordability an issue. A sizeable number of respondents said the lack of affordable housing could cause them to leave the state.<\/p>\n

For those who sleep rough, the state\u2019s lack of affordable housing is a double-edged sword.<\/h4>\n

Not only does the cost of renting make it difficult to access housing, but it also saps the local economy of tax dollars that could be spent on rehousing programs, services, and treatment.<\/p>\n

California\u2019s lack of affordable housing costs the economy as much as $140 billion in productivity each year, according to a McKinsey Global Institute study<\/a>. These losses primarily stem from reduced construction investment and foregone consumption of goods and services, the study found.<\/p>\n

The state\u2019s affordable housing shortage is driving the growth of homelessness. “Rising housing costs that have exceeded growth in wages, particularly for low-income households, put Californians at risk of housing instability and homelessness,\u201d according to a report<\/a> by the Legislative Analyst\u2019s Office.<\/p>\n

California home values increased<\/a> by 12.5 percent year-over-year. Meanwhile, the state\u2019s homeless population rose<\/a> by 7 percent before the pandemic hit. Now over 161,000 call California\u2019s streets and shelters home.<\/p>\n

Newsom’s budget also includes seemingly anti-homeless initiatives<\/a> such as providing funding for property beautification projects and \u201ctargeted programs and grants to local governments to move people out of unsafe, unhealthy encampments and into safer, more stable housing,\u201d according to the Governor\u2019s Office.<\/p>\n

Los Angeles\u2019 plan to address homelessness has similar initiatives to clear homeless encampments.<\/h4>\n

City Council has approved several anti-camping ordinances, including allowing the police to sweep homeless encampments to help usher people experiencing homelessness into shelters.<\/p>\n

However, a recent report<\/a> found that clearing homeless encampments is a waste of taxpayer dollars.<\/p>\n

\u201cHomeless encampments are a complex issue that requires cities to coordinate many partners across multiple levels of government in their response,\u201d Lauren Dunton, the study\u2019s<\/a> lead author said. \u201cUltimately, people living in encampments often don\u2019t have access to permanent, affordable housing, or the existing services and supports are not meeting their needs.
